TIP-12 / HiRPC should support multi-mode signature.

Motivation

Because different system uses different signature scheams.

This enables the support the signature in ex.Web-Crypto API to be used in a Web-browser.

The multi-mode signature scheme used could be taken from IPFS-libp2p
